Abstract
The hallmark and competence of Public Administration of a State reflects the caliber, commitment and integrity of the members of the civil services. As the State of the modern era is experiencing both intensive and extensive enhancement of its duties and functions by embracing a wide range of activities, its success is dependent on such men of vision and wisdom who with their exceptional ability and loyalty shall realize the aspirations and values upheld by the State. Though it shall be a difficult endeavor to define the civil services, yet attempts have been made by certain academicians in this regard. This body of officials is associated with public services is constituted by the government to translate all its plans and programmes into implementable action. They are responsible to manage the civil affairs of the State in a non political capacity. While exalting the contribution of the civil servants, E. N. Gladden remarked that Civil Service is an epithet of a significant government institution that constitute the staffs of the chief management of the state. It is representative of the basic morale critical for the accomplishment of contemporary democracy, ignites the calling of taking a higher mission amongst public officials as they dedicate their service for the good and amenity of community. It is incumbent upon the civil servants to faithfully execute the duly approved policy of the Parliament, as far as possible. The primary duty of civil servants is to formulate and implement public policy.
