dc.description.abstractE-Governance has evolved into a current focus of governance efforts in many developing countries. e-Governance is considered to be a means of reducing costs, improving services, saving time, increasing effectiveness, and enriching efficiency. The Government of India established the Authority of Electronics in 1970, followed by the establishment of the National Informatics Centre (NIC) in 1977 as the first major step towards e-governance. Information and communication technology has entered Indian governance and begun to showcase its effectiveness in governance. An adaptation of e-governance faces many challenges and barriers in areas of administration and management. This research emphasises on an exploration of the factors that determine the success and failure of e-governance, with respect to its implementation since a decade in the Food and Drugs Control Administration (FDCA). It has explored the possibilities of using geospatial technology, and has developed a spatial decision support system in order to advance the applications of e- Governance. eXtended Licensing, Laboratory and Legal Node (XLN) is an e-governance system of administration of the FDCA, Gujarat. It has been in implementation since 2007. This system assists the FDCA in safeguarding the public health of 6.04 Crores citizens of the State (Census, 2011). The major role of the FDCA is to legalise the production, circulation, and sale of Food, Drugs (Allopathic, Ayurvedic, Homeopathic), and Cosmetics. The FDCA is authorised to grant and renew Licenses of Food and Drugs Establishments, including additional product licenses, and to issue various certificates like WHO-GMP, GMP, FSC, NCC, and COPP. It regularly monitors the quality of drugs through the inspection of manufacturing and sales units that produce and sell pharmaceutical drugs. It monitors the pharmaceutical drug stores by drawing and analysing samples. This thesis presents a comprehensive study and investigation of the factors influencing the success and failure of e-governance projects.
