Abstract
The concept of small scale industry (SSI) is not the brain child of the modern economic world. The concept of small scale industry (SSI) has been evolving from the time of its conception. Small business flourished in almost all ancient places and culture. The Babylonians, Egyptians, Arabs, Jews, Greeks and Romans had a substantial population of small business. Small businesses became objects of controversy and contempt due to quality issues. The King of Babylon Hammurabi even drafted a code of 300 laws, 4000 years ago, to protect consumers from businesses and businesses from consumers. It was largely through small business that civilization was spread through-out the known world, by transport of things such as Babylonian astronomy, Greek philosophy, the Jewish calendar and Roman law. The religion held small business people in low esteem. The church branded retailers as sinners. They did nothing to improve the products but they charged a higher price for products and interest on loans. For long, they were disrespected and were not recognized as other professionals in the society
