Abstract
Secondary education stage comes after primary education. It is the stage in between primary and
newlinehigher education. Secondary stage is bridging phase between primary and higher education, for
newlinewhich it is very closely related to both primary and higher education stages. It can be anticipated
newlineas the stepping stone to the next higher educational programme including professional
newlineprogrammes.
newlineBefore British rule, secondary education did not exist in right direction. For the first time in 1835
newlineit was just started and then Assam was a part of Bengal. In the same year for the first time an
newlineEnglish school, named, Gauhati Missonari was established, which is now known as Cotton
newlineColegiate school, situated at Guwahati. Later on when Assam was separated from Bengal in
newline1874, then British established an education department. Gradually administrative reforms took
newlineplace several times after 1919 and consequently, secondary education underwent its expansion.
newlineTill 1947 total number of ME and MV schools was 742 while the total number of high schools,

newlineAfter independence, secondary education scenario in Assam was progressed significantly. In
newline1952 secondary education commission was appointed by the Govt. of India. On Commission s
newlinerecommendations Govt. of Assam took initiatives for further development. Finally, in 1962,
newlineBoard of Secondary Education, Assam (SEBA) had been constituted as regulatory board for
newlinesmooth functioning and supervision of secondary education.
newlineSince then, the board has been serving till date, and all possible initiatives have been taken.
newlineAccording to the secondary commission s guidelines, whatever needs to follow up like
newlinerestructuring and redesigning curricula and organizational framework, the board has been
newlinefollowing it up. Despite all these possible efforts, somewhere, secondary education in Assam has
newlinefailed in fulfilling its primary objectives and overall development of the students.
