Abstract

newline Flood disaster is a global problem. For the poor and developing countries like India, it newlineimposes more severe threats than the developed countries. India is the second-largest flood- newlineaffected nation after Bangladesh. The flood occurs in almost all the river basins in India, newlinelarge parts of states such as Assam, Bihar, Gujarat, Uttar Pradesh, and West Bengal get newlineaffected almost every year. The amount usually spends every year in flood relief, and newlinereconstruction activities create extra-budgetary pressure on the economy of the state. As newlineflood has been a chronic social problem, social science research must aim at mitigating this newlineproblem. Despite being a major national problem in India, the flood has not yet been given newlinedue attention by the decision-makers. One can say here that the government s negligence newlinehas been one of the prime factors behind the poor condition of disaster management newlineresearch in India. Only after the completion of nine five-year plans and seven annual plans, newlinedisaster got its due importance in the national planning. It was in the 10 th five-year plan newline(2002-2007) that an exclusive chapter was dedicated to disaster management.
